Answer THREE questions.
1. According to M.Q Patton (2004) “basic research seeks to prove while evaluation research seeks to improve”. Using your knowledge of both forms of research, discuss the validity of this statement.
2. “In program theory, there is an assumption that what gets done can always get measured”. Discuss the validity of this statement in the context of project evaluation while also explaining the importance of project evaluation. Demonstrate your answer using appropriate examples.
3. Explain what internal and external evaluations are. What are the major strengths and weaknesses of each of these types of evaluations? Use concrete examples to evaluate your answer.
4. Define research ethics and explain why observance of research ethics is necessary. Outline three major sources of ethical dilemmas and how you would deal with them.
5. Discuss why valid, reliable and sensitive measures are important in program evaluation. How can program evaluators enhance the credibility of their impact assessments? Use clear examples to illustrate your answer.
6. Discuss any three types of research designs in program evaluations that you are familiar with and explain the advantages and disadvantages of each of these designs.
