QUESTION ONE (30 MARKS)
a) i) Explain the significance of planning models in the planning process.
ii) What are the causes of low capital output ratio in Developing Countries.
b) i) Define a mixed economic system
ii) Explain why development planning in Kenya is said to be a compromise
between the characteristics of planned and unplanned economics
c) State and explain the criteria that a development plan must satisfy.
QUESTION TWO (20 MARKS)
Extensive survey and understanding of the country is the first and prerequisite step in the
process of development plan formulation. Explain in detail the specific areas that the
planning team must get information on and give reasons in each case.
QUESTION THREE (20 MARKS)
a) Using appropriate examples, explain an aggregate growth model used in planning.
b) Capitalist economies practice indicative planning. Explain.
c) What are the advantages of a free market economic system?
QUESTION FOUR (20 MARKS)
Recently the Kenyan government launched with fanfare the “Kenya Vision 2030”.
a) In broad terms what is the overall objective of this vision as contained in
the document.
b) The achievement of the said objective is based on three pillars. State the
pillars and explain the aims of each pillar.
c) The success of the aims of these pillars will anchor on specific policies to
be implemented. Briefly explain these policies as they are spelt out in the
vision document.
QUESTION FIVE (20 MARKS)
“Experience has shown that the utility of development plans in Developing countries is
never realized. Plan objectives and targets are never achieved” Explain the causes for
this situation.
