1. (i) Briefly explain the following terms as used in education;

(ii) Outline five elements of education planning. (5 mks)
(iii) Demand for post secondary education has been on the increase especially by women
from all cadres of life in Kenya. Highlight five factors influencing the demand for
education. (5 mks)
(iv) Identify five challenges facing the implementation of the government plan of providing
Free day secondary education. (5 mks)
2. (a) The government is a key Stakeholder in providing education in Kenya. This is demonstrated
by the budgetary allocation and its reform initiatives undertaken to ensure necessary resources
are in place so as to provide a friendly learning environment. Explain rationale behind
government’s effort/choice to finance education. (10 mks)
(b) With specific reference to at least two education commissions in Kenya, discuss how the
Manpower approach has been used to plan for education in Kenya. (10 mks)
3. (a) The Human capital theory forms the basis for decision makers for various investors in
education. Critically examine the limitations/shortfalls of the theory as basis for decision
making while investing in education. (10 mks)
(b) Discuss how Cost – Benefit Analysis as an approach to education planning can be used
to justify the various financing models of education in Kenya. (10 mks)
4. (a) Briefly discuss four practical uses of economics in education. (8 mks)
(b) Assess the effectiveness of the measures put in place in our education system to promote
national unity and suggest viable strategies as a planner that will enable our government
to succeed in unifying Kenyans. (12 mks)
5. (a) Critically analyze the strengths and weaknesses of the 8-4-4 system, highlighting its
achievements in providing education for self reliance. (10 mks)
(b) Education planning enhances efficiency of an education system. Discuss the various ways
in which education planning in Kenya achieves this. (10 mks)
