b) Examine the extend to which education planners’ have adopted the social demand
approach in allocating resources to various levels of education, citing justification for
the decisions made. (12 Marks)
3. a) What is Human Capital? The Human capital theory forms the basis for decision-making
by various investors in education. Explain extend to which this theory has influenced the
supply of education by the government. (10 Marks)
b) Identify the causes of educated unemployment in Kenya, and suggest policy measures to
be put in place by planners to solve this problem. (12 Marks)
4. a) Describe the process you will undertake as a planner to plan for the delivery of quality
education for all. (10 Marks)
