(a) Training people in ethical codes is not sufficient to make them morally upright. Discuss. (12 Marks) (b) The public procurement and disposal Act 2005, is made up of rules and regulations that govern the conduct of procurement officers. In your opinion should suppliers have knowledge of the same? Explain. (8 Marks)

ABC Co. Ltd. had advertised tenders for the supply of maize, while the tender opening process was on a young man presented this tender documents and he insisted that they should be accepted on the basis that he was a youth and among the tenders there was no any other young person;
(a) Was it advisable for the committee to accept this document? Why or t why not? (4 Marks) (b) In case the documents were accepted what could be the legal consequences. (6 Marks) (c) When consulted the procurement officer said that he was in a dilemma and did not know how to come out of it. Please advise him. (6 Marks)

Discuss the impact of Corruption in an economic system of a developing country. (20 Marks)
