1. a )Explain the difference between Time -study principle and Piece-Rate Principle (2 marks)
2. 'The staffing function of the administrative processes involves more than just hiring staff. Explain this statement. (2 marks)
3. Explain the "material" and "social" aspects as suggested by Henri Fayol III his principle of order. . ( 2 marks)
4. Why does Max Weber see the bureaucratic model as being "fool proof? (2 marks)
5.Give two reasons to illustrate why it is important to study motivation in an Educational administration course (2 marks)
6. Esteem needs in Maslow's Hierarchy of Needs Theory can be distinguished into two. Using an example, show how this distinction can be done ( 1 mark)

a) One similarity between McGregor's Theory x and autocratic style of leadership. (1 mark)
b) One similarity between McGregor's Theory Y and democratic style of leadership (1 mark)
8. Differentiate functional authority from acceptance theory of authority (1 mark)
9. Using two examples, show instances when it is suitable for the head teacher to use 'leissez faire' style of leadership (2 maries)

3. Discuss the steps followed during the school budget preparation process.(20 marks)
4. You have been appointed to be the head teacher of a secondary school that has been performing poorly in the last few years. Using examples, briefly explain how the objective of secondary school education given below will guide you in restoring the schools performance. Objective: 'To promote growth of the whole person through integrated development of mental, physical and emotive (moral, spiritual and aesthetic) attributes and abilities beyond the primary experience.' (20 marks)
