Answer any THREE of the following five questions.
1.
Describe the purposes of policies and the historical development of policies in Early Childhood Development Education. In your presentation, discuss in fully the implications of Sessional Paper 1 on Education and Training for ECD in Kenya. [23? marks]
2.
a)
Discuss fully Lillian Katz five perspectives of quality in ECD. [10 marks]
b)
Explain how these perspectives can be used to enhance the quality of the processes of developing policy that Emily Vargas Baron described. [13½ marks]
3.
a)
Compare and contrast the organization (structure and components) of the following two policies:
(i)
Kenya ECD Policy Framework and
(ii)
The Kenya Gender Policy
[10 marks]
b)
Critique one of these policies in reference to its applicability to children in marginalised areas and suggest two recommendations for its improvement. [13½ marks]
4.
a)
Compare and contrast two different types of ECD programmes for children under six years. [8 marks]
b)
Discuss how both types of programmes might be accommodated within the future ECD Policy Framework National Action Plan for the human resources subsystem. [15½ marks]
5.
a)
Discuss fully the implications of the development of the Kenya ECD Policy Framework being done within the Ministry of Education and its implementation within the Ministry of Gender, Children and Social Development. [15½ marks]
b)
With examples and discussion, make four substantive recommendations to enhance its adoption. [8 marks]
