1. What evidence is there to support the allegation that the idea that
education can provide benefits, even economic ones, is an old one
and can be t. aoed at least to the late eighteenth
century? Discuss
historical precursors to the emergence of full blown human capital
theory latter formulated and refined by Becker and Jacob Mincer's
seminal contributions
to the subject.

Discuss
the
benefits
of

as a direct outcome of evidence-informed
policy formulation using good examples to illustrate your point
4. With suitable illustrations,
discuss the view held by some that cost-
bene~it
analysis is an aid to judgement rather than a substitute
for it.
In spite of some of the observed flaws in some aspect of cost-benefit
analysis, why is evidence from cost-benefit analysis taken into account
alongside
other
evidence
when
making
public
sector
education
investment decisions such as non-formal education'?
5. What is the concept of equity as used in economics of education and
public sector policy? Critically
estimate
the success of the current
policy to' education in the light of the fact that maternal education may
affect infant health through
its positive affects on maternal
health,
prenatal behaviours such as smoking and through use of prenatal care.
Suggest persuasive mechanism to ensure that poor girls and women are
not only enrolled but have an opportunity
to complete educations in all
fields just like boys and men.
