SECTION A

Q1. A circular from the Ministry of Education indicates that there are several challenges
facing the education sector in the country. One of the most critical problems cited was the apparent mismanagement of both human and physical resources that hinder optimal productivity of educational attainment among learners from vulnerable socio-economic and cultural backgrounds. Using the following headings, explain how you would investigate the problem.
a) The title of the study.
b) Statement of the problem.
c) The objective of the study.
d) State any two null and two alternative hypotheses related to the problem.
e) Explain the conceptual framework relevant to the study.
f) Describe the research methodology.
g) Explain the statistical techniques that are appropriate for the study.
h) Provide anticipated findings of the study.
i) Provide the expected conclusion from such a study
j) Summarize the overall recommendations for the Ministry of Education. [ 20 marks]

Q2. a) Outline the major categories of Computer and Information System Technologies
that can support education as a system.

b) Using examples and illustrations, bring out a conceptual overview of Computer technology in relation to the operational, tactical and strategic decision making for primary and secondary school management.

c) Briefly explain how Computer technology contributes to the benefits of e- learning.

d) Assuming an e- leaning approach in which Computer technology can enhance the main areas of learning such as curriculum development, time-tabling, assessing student performance and ability and teaching processes. Discuss the above statement in reference to Computer and Information technology inputs and outputs. [10 marks]

Q3. Management and leadership are essential in achieving organizational goals. Discuss the differences between leadership and management in theory and practice. [10 marks]

Q4. You have the position of the Chief Executive (PS) in the Ministry of Education and the following challenges are prevalent in the Ministry.
a) Canning is still rampart despite the banning of it.

b) Most teachers are still committing sexual offences against minors ( school
children) despite the enactment of Sexual Offences Act of 2001.
i) Discuss each of these issues and provide a critique indicating why you think they are going on.
ii) What would you do to ensure that the offences are eradicated? [10 marks]

Q3. a) Distinguish between curriculum management and curriculum leadership.

b) Describe the curriculum leadership role of a curriculum expert and school principal.

Q4. The curriculum field has been described as confused and confusing. Discuss why this is or is not an accurate assessment of the field. [10 marks]
Education planning

Q3. Changes in the market supply of labour an the market demand for labour have effects on the wage rage. Discuss the effect which an increase in the market supply curve of labour have on the wage rate and the quantity of labour demanded. How about an increase in the market demand curve for labour? [ 10 marks]

Q4. A government institution in Kenya is faced with the challenge of reviewing an existing policy for the purpose of enhancing its implementation and improved performance of the institution. You have been given the mandate as an expert for policy analysis to advice the CEO of this institution. Critically analyze SIX principles that you want included in the process for a sound public policy. [10 marks]

Q5. In many countries including, Kenya that are striving to guarantee all children the right to education, the focus on access often overshadows the issues of quality . Yet quality stands at the heart of education for All. (UNESCO, 2005). Discuss this statement in relation to the Free Primary Education initiative in Kenya. [10 marks]
