Sum of clockwise moment = Sum of anti-clockwise moment

$\frac{20 \times 10}{1000}=\frac{23 - x}{1000} = \frac{50 \times 10}{1000} \times \frac{x}{100}$

$\frac{0.2}{100}(23 - x) = \frac{0.5x}{100}$

4.6 - 0.2x = 0.5x

x= 6.5 cm
