Because ethabol is capable of forming strong hydrogen bonds while dimethyl ethyl cannot.
This provides the strongest kind of Van-der-Waals forces of attraction in the structure of ethanol thus making it to require more heat to break the bonds present,hence a higher melting point compared to dimethyl ethyl.
