Why do we say the cell membrane is semipermeable

The cell membrane is said to be semi permeable since it allows small molecules to pass through but not those with large sizes. For example in a case where the cell membrane is surrounded by a dilute sugar solution, the water molecules will pass but not the large sugar molecules.
