The visking tubing has both water and sugar molecules. The beaker has more water molecules than the visking tubing. The water molecules thus diffuse from the beaker and into the visking tubing thus increasing its contents. The sugar molecules are more concentrated in the visking tubing than in the beaker however they don't move into the beaker since sugar molecules are large.
