Concentrated Sulphuric acid bleaches by reducing an oxygen atom in a dye. after sometimes if a dye left in the atmosphere it will retain its colour hence its bleaching property is temporary.

Concentrated Hydrochloric acid bleaches by oxidizing a die with oxygen atom in staying in the atmosphere for long oxygen atom continues to be added hence bleaches more.this makes it permanent.

In summary concetrated sulphuric acid is a temporally bleaching agent while concetrated hydrochloric acid is a permanent bleaching agent.
