-Limited resources/ poverty/ lack of economic power to support the programs

-Poor attitude – negative/ unsupportive stand towards the ECDE program/ not given priority;

-Lack of team work - existing conflict/ unhealthy competition/ conflict of interest;

-Socialcultural aspects - taboos, norms and religious beliefs;

-Failure to involve opinion leaders – the agents of change from within that are to sell the idea.
