A cliff may be vertical or nearly vertical
Cliffs usually form where the coast is sloping smoothly but steeply into the sea.
The breaking of the waves cut a notch on the rock surface at the position where they break at high tide
The base continues to be undercut by breaking waves while the upper part of the rock where waves do not reach is attacked by the agents of weathering. This might cause the upper part of the rock to be lowered as it is being worn out. If the rock at the upper part resists weathering to some extent and undercutting continues, the rock may finally fall forming a cliff
