This may be due to actual increase of water caused by a change in climate such as at the end of the ice age where large quantities of melt water were released to the seas causing the sea levels to rise.

Subsidence of the coastal region
Local faulting and folding may cause the coastal land or part of the floor of the sea to sink. Subsidence of coastal land may also be due to a rise in the ocean bed due to isostatic adjustment.
