Read the following passage and answer the questions that follow.
The post-Moi years, in particular, highlighted the country’s resilience and ability to grow, despite its difficult past.
But the post-election violence of 2007 and 2008 shocked everybody. It tore apart the nation. When a power-sharing agreement was finally reached, the government was able to restore hope by publicly committing to the need for thorough investigations in the aftermath of the violence.
Only by establishing the truth, and delivering justice and reparations to the victims, could Kenya begin to heal and turn the page.
At Amnesty International, we have just released a report highlighting the testimonies of victims of the violence. One woman we spoke to from Nairobi’s Mathare settlement, told Amnesty International, how she and her husband had been attacked by men wielding machetes. She was fleeing from them when a police officer on patrol offered to take her to his home to get assistance from his wife. When they arrived to an empty house, the police officer raped her. She is now living with HIV.
This woman knew the police officer who had raped her – he is still working at a nearby police station. But she gave up on reporting the crime to the police because, whenever she tried, she was asked to pay bribes or provide original documents as evidence.
The victims fell disillusioned and shut out from the justice system for a wide range of reasons: some have been told that they do not have the right papers, while others have been ‘turned away’ by the police and many more fear repercussions if they talk. While it is important to recognize that the government has provided support for some internally displaced people, this has been limited and has reached too few. Kenya’s justice system has failed to address the needs of the hundreds of the thousands of victims of the post-election violence.
Amnesty International is now urgently calling on the government of Kenya to fulfill its obligations to provide truth, justice and reparation, and ensure that all victims of the violence have their voice heard. As at a first step, the government must conduct further investigations into the 4,000 cases that the director of public prosecutions has stated lack of sufficient evidence to proceed to trial; prioritizing investigations into crimes committed by the police and other security services.
This would at least help send a signal to Kenyans that there is a genuine political will for justice. Secondly, the government should act now to set up the committee for the implementation of the Recommendations of the Truth, Justice and Reconciliation commission and implement a national framework for ensuring victims of the violence get reparations they are entitled to.
Thirdly, we are calling on the government to fully cooperate with the International Criminal Court. Nearly all of the 49 victims interviewed by Amnesty International supported the ICC’s efforts to investigate and prosecute the crimes committed in the post-election violence. Their chance to receive justice must not be obstructed. Finally, the government must do everything it can to ensure the protection of victims, witnesses and human rights defenders working on cases of post-election violence and international justice. It is unacceptable that people are feeling increasingly afraid of reprisals in today’s politicized environment.
a) What does the writer appreciate about the post Moi era? (1mk)

d) Why according to the passage, are victims of violence unable to access justice? (2mks)
e) Explain the writer’s attitude towards Kenya’s justice system. (2mks)
f) “At Amnesty International, we have just released a report highlighting testimonies of victims of the violence”. (Rewrite in the passive) (2mks)

The serf by Roy Campbell
His naked skin clothed in the torrid mist,
That puffs in smoke around the patient hooves,
The ploughman drives, a slow somnambulist,
And through the green his Grimson furrow grooves
His heart, more deeply than he wounds the plain
Long by the rasping shame of insult torn,
Red clod, to which the war-cry was rain
And tribal spears the fatal sheaves of corn,
Lies fallow now. But as the turf divides,
I see in the slow progress of his strides
Over the toppled clouds and falling flowers,
The timeless, surly patience of the serf,
That moves the nearest to the naked earth
ploughs down palaces and thrones, and towers

The Voice had to be listened to, not only on account of its form but for the matter which it delivered. It gave a message to the country that it needed greatly. It brought to the common people a realization of their duty to concern themselves with their affairs. The common people were made to take an interest in the manner in which they were governed in the taxes they paid in the return they got from those taxes. This interest in public affairs— politics as you may call it—was to be the concern no longer of the highly educated few but of the many—the poor, the propertyless, the working-men in town and country. Politics was not to be the concern of a small aristocracy of intellect or property of the masses. And with the change in the subjects of politics that Voice brought about also a change in the objects of politics. Till then politics had busied itself mainly with the machinery of Government towards making its personnel more and more native, with proposals for a better distribution of political power, with protests against the sins of omission and of commission of the administration. This Voice switched politics on to concern for the needs of the common people. The improvement of the lot of the poor was to be the main concern of politics and the politician. The improvement, especially of the lives of the people of the neglected villages, was to be placed before Governments and political organizations as the goal of all political endeavour. The raising of the standard of living of the people of the villages, the finding of subsidiary occupations which would give the agricultural poor work for their enforced leisure during the off season and an addition to their exiguous income, the improvement of the housing of the poor, the sanitation of the villages — these were to be the objectives to be kept in view. In the towns, the slums and cherics were to receive special attention. There was especially a class of the poor for which that compassionate voice pleaded and protested. This was for the so-called depressed class, the outcastes of Hindu society. The denial of elementary human rights to this class of people it considered the greatest blot on Hindu society and history. It raised itself in passionate protest against the age-old wrongs of this class and forced those that listened to it to endeavour to remove the most outrageous of them like untouchability. It caused a revolution in Hindu religious practice by having Hindu temples thrown open to these people. It made the care of them a religious duty of the Hindus by re-naming them Harijans.

Read the oral narrative
“The Hunter who refused to swallow his dog’ then answer the questions that follow. A man and his dog went out to hunt.
The man shot and killed an antelope and carried it home. But on the way he met an Iimu. The limu said to the man, “who gave you permission to kill my antelope?’’ The hunter replied, “I did not know that it was your antelope.” The limu said, “will you quickly tell your dog to swallow the antelope ; then you swallow the dog, and I will swallow you before I go away? Do it right away for I am in a hurry!”
The hunter thought for a few moments and said, “How can I swallow a dog?” At that moment the hare appeared, and on seeing them, he said, “Hello there! What are you debating about?” The limu replied, “This man went and killed my antelope. I told him to make his dog swallow it, and then to swallow the dog himself so that I can swallow him and go away. For I am in a great hurry. But he refused to do so. That is why we are arguing. The hare said, “This is a very simple matter. Now, you hunter, tell your dog to swallow the antelope, then swallow the dog, and you limu swallow the hunter, and I will swallow you afterwards. Do this as soon as possible for I am in a greater hurry.”
The limu said, “Oh, no!” The hare insisted, “You must not refuse.” However, the limu immediately ran away, leaving the hunter with the antelope. The hare said to the hunter, “You may now take your meat home, for I really don’t eat meat. I merely wanted to save you.” So the hunter carried the antelope and returned to his home. He never went to hunt in that forest for some time.
One day, while the hare was resting, he saw the hunter come stealthily, intending to kill him. He said to the hunter, “Friend, I saved you sometime ago but now you want to kill me!” The man replied, “I can’t listen to that nonsense. My children went to bed last night without anything to eat, and here you are, telling me that I should not kill you!”Then he shot one of his arrows, but the hare evaded it. The hare said to him again,
“Friend, because you want to kill me you will never have good luck in all your life.” He then ran away from the hunter and hid himself in another part of the forest. The hunter picked up his arrow and went back to his home. He found that his wife and his two children were all dead. If he had left the hare alone, this would never have happened. However, because of his foolishness, he refused to listen to the voice of the hare and because of his ingratitude, this great misfortune came to him.
a) Identify and explain any two things you would do to prepare yourself for the above narrative.
b)What two verbal cues would you use effectively to bring out the exchange between the hare and the hunter.explain your answers.
