This is mainly because solution of ammonia in methylbenzene is basic since it is dry thus no effect on a litmus paper while, when in water is usually acidic thus turns a red litmus paper blue. Ammonia solution has ammonium hydroxide and water and the ammonium hydroxide is basic in benzene rings.
