2. The African chiefs/headmen needed little pay. The cost of running such administrative units was low.

3. The used chiefs/headmen since they could readily be accepted by the local communities. This in turn reduced rebellion from the local people.

4. The locals had full knowledge of the people in their areas unlike the Europeans.
