The commission reasoned out that:
-The English medium makes it possible a systematic development of language study and literacy which would be very difficult to achieve in the vernaculars
-As a result of the systematic development possible in the English medium,quicker progress is possible in other subjects
-The foundation laid in the first three years is more scientifically conceived and therefore provides a more solid basis for all subsequent studies that is ever possible in the old vernacular
-The difficult transition from vernacular to the English medium which can take a long time in Primary Four is avoided
-The resulting English-speaking ability is expected to be more satisfactory and helpful in speeding up and improving the quality of post-primary education
-The English medium was to be used in introducing the modern techniques(New primary approach) in the first three years
-The commission saw itself meeting a public demand where most parents were eager to see their children learn how to speak in English
