The report argued that:
-The A-Level gave false hopes to far too many students regarding their potential capacity for university education.Art based A-Level school leavers had fewer post-secondary opportunities compared to the science-based school leavers
-Some parts of the country had not had the full benefit from the A level system due to unequitable diatribution of educational opportunies
-The first year of the four years of university education would be used on such foundation courses for degree training as well as inducting students into university both socially and intellectually
-Division of students into art and science led to too early specialization. Some faculties at the university found it necessary to cover a fresh part of the foundation topics that should have been adequately covered at A levels.
