This is simply because the layer is unable to obtain heat from the incoming radiations from the sun since the radaiation from the sun passes through it reaching the earth's surface hence the earth heats up causing the warm air to be risen and spread out thus the warm air is cooled as a result of continuous expansion and less vibration and agitation of the particles and warm air.
