water has higher adhesive force than cohesive force and thus most of the water molecules try to be in contact with the walls of the capillary tube thus it rises more than in beaker. mercury has higher cohesive force than adhesive force thus there is greater attraction between the mercury molecules thus the meniscus is lower than in beaker.
