There is an assumption made in answering this question so as to make it easily understood.
i.e. In the morning, the atmospheric temperatures are lower compared to the atmospheric temperature during the day.
so, the cable being a matter, it is affected by temperature. the rule states that all matter expands with increase in temperature and contracts in decrease in temperature. there being morning, with a lower temperature, the matter (cable) contracts but the distance between the post holding it in place does not reduce, so, it tends to straighten.
