(i) The principles of natural justice must be followed.

(ii) Laws should be relatively stable,not changing too often.

(iii) All laws should be prospective and open when a law is passed,it should only take effect in the future.

(iv) The courts should be easily accessible.

(v) The courts should have powers to review the implementation of their principles

(vi) The discretion of the security force should not be allowed to pervert the law.

(vii) The making of certain laws should be guided by open stable, clear and general rules.
