a) Employer data-based method-various employers in the country are asked to specify the type of labour that they require at different occupational levels in the years to come. An aggregate of all employers’ labour requirements plus estimates of death and retirements over the relevant period is obtained. The result is the effective demand for labour during the target year. This method is useful in making one year focused. b) Traditional high and middle level labour survey techniques-the method is very popular with most developing countries. Inventories by occupational classification of middle and high labour cadres in both the public and private sectors of the economy are taken. Assumptions are made about the desirability of appropriate educational qualifications for various occupational categories. Existing vacancies are also recorded taking into account the annual wastage caused by deaths, retirements, replacement of expertriots and dismissals. These surveys will usually give general order of magnitude of present and future demand of manpower by major occupational categories. These then allow for educational plans to be drawn up ensuring that educational institutions produce people with educational and skills that are needed in the future.
