a) If government is divided in layers such as local government, central government etc such that each layer of the government prepares, passes and implements its own budget.
b) Political cause: When technically the existing government may or may not continue for the full year on account of the fact those elections are due. In this case Lame duck budget is prepared. (This is budget that covers only part of the year).
c) Economic cause: This is where unforeseen emergencies such as war, drought etc call for an extra expenditure.
d) For some reason the revenue received fall short of expected amount. This may call for supplementary budget.
