It refers to a condition where the atmosphere balances the incoming and out-going terrestrial radiation making the earth to retain optimum heat.
It also refers to a condition where the incoming solar radiation passes through the atmosphere while the outgoing terrestrial is blocked by the gases making the earth to be warmer than before.
