• To monitor the public procurement system and report on the overall functioning and present to minister such reports and recommendations for improvement as the director
general consider as advisable.
• To assist in the implementation and operation of public procurement system by;

i) Preparing and distributing manuals and standard document to be used in connection with procurement by public entities.
ii) Providing advice and assistance to procuring entities.
iii) Developing, promoting and support the training and professional development and support the training and professional development of persons involved in procurement.
iv) Issuing written directions to procuring entities with respect to procurement including the conduct of procurement proceeding and the dissemination of information on procurement.
v) Ensuring that procuring entities engage procurement professional in their procurement units :
To ensure that the procurement procedures established under the act are complied with and to initiate public procurement policy and propose amendments to the act and regulations.
