Raise awareness on natural disaster to the public. It is the role of the disaster management officer to ensure that the public is aware of the possible natural disasters and also have knowledge on the possible safety issues/measures. He is supposed to raise awareness on natural disasters within each community, identify the risk and provide treatments for these risks and reduce the severity and impact measures to cope with emergencies.

He also has the responsibility of developing, implementing and maintaining natural disaster management plans. He is entitled to analyze and plan for potential risks, such as disease outbreak, severe weather conditions etc. so that in case any strikes, the responsible individuals are ready to respond immediately.

The disaster management officer is also responsible for delivering trainings to staff and communities on natural disaster responsibilities. He is expected to prepare and conduct safety exercises so that when the disaster strikes, responsible individuals have their skills ready to deal with the disaster. The training and exercise is meant to help the response team to have ready skills.

He is also mandated to promote community ownership of disaster mitigation and create linkages between councils and their communities that will further develop existing measures to cope with emergencies.
