i) Syllabus has been developed. The syllabus is used as a reference point during material development

ii) Subject panel specialists are identified to participate in writing/ material development workshop

iii) Decision making on the type of materials to be acquired i.e. quality, quantity cost and variety is considered

iv) The writing option is carried out. Panel specialist use the library and other resources to come up with the required support materials/ draft

v) The materials are tried out in a few selected schools this is done for identification and correction of defects
