Mulili is a government official and a close associate of Boss, also his spy.Although he is not fluent in his speech and lacks education,Boss places him in all committees so that he can be his ear on whatever people discuss about.
Tumbo announces and declares Jusper the winner of the play writing competition even before the contest is carried on and even before he writes the play. Tumbo does so believing that Jusper is Regina's cousin and that he does this in an attempt to please his girlfriend Regina.Regina also hopes that Boss will be able to facilitate the release of her brother Mosese from prison.
Because of the closeness Mulili has to Boss,he grabs the milk tender to supply ,milk to the university from Kabito. He does this by having Boss call the University Administration to force them to cancel the original tender and award it to Mulili. The bitter quarrel that erupts between Mulili and Kabito at the entertainment committee ends fatally. Kabito is killed through an organised road accident by Boss following allegations from Mulili, that Kabito had had said.
At the prison,Askari gives a mug of tea to Mosese, excluding Jere. Askari seems to get well with Moses,a prisoner who was a university lecturer. He says ".......you need a tall relative to get anything these days.."This suggests that those without relatives in the right places may not get the services they want.
In conclusion,Favoritism and nepotism are evident in Kafira and these ills lead to the suffering of the people.
