Every nation strives after development (Todaro,1988). The United Nations (UN) Defines development as that which designates the utilization under one single programme of approaches and techniques which rely on local communities as units of action and which attempt to combine outside assistance with organized local self determination and effort and which correspondingly seek to stimulate local initiative and leadership as primary instruments of change. Development should be seen as a reflection of all processes by which the efforts of people are integrated with the Government and non-governmental institutions in order to improve the economic social and cultural aspects of all the people of a given nation. In the entire process of development people are enabled to contribute their maximum potentials towards the progress of their nation. Development is therefore seen as both an economic growth and a social change. It should be perceived as a multidimensional process involving the re-organization and re -orientation of the entire economic and social systems. In addition to improvements in incomes and output, it generally involves radical changes in institutional, social and administrative structures as well as in popular attitudes and beliefs and customs of people. According to Okumbe and Bowa (1997) development can be measured using four methods: Gross National Product (GNP); GNP per capita; and Social indicators.
