Its concerned with the provision of specific goods and services to specific individuals who have been identified as needing them. BNA is not only aimed at getting rid of poverty, unemployment or addressing gross inequalities existing in a society but also tries to spell out human needs in some detail. BNA is the brain-child of many early fathers. One such early father was Mahthma Gandhi. His approach is being described as being action oriented-the environment of domination and oppression was his laboratory; normative-the welfare of the poorest of the poor was his standard and global-a non-violent world society was his ultimate goal. Another 2nd father was Abraham Maslow who introduced the hierarchy of needs and explains clearly the basic needs of all human beings. The 3rd fathers were American structural functionalists-Mertone Levi, Apter, who were concerned about total development of individuals especially provision of basic needs. The 1976 world employment conference of the international labour office placed basic needs directly on the government world agenda. In the ILO presentation, the basic needs were defined in terms of food, clothing, housing and public services like education, health-care and transport. The BNA constitutes an attempt to come to grips directly in poverty in fields of food, nutrition, health, education and housing. The basic needs have got a great deal of political, social, economic, spiritual and intellectual appeal. Its concerned with clarifying the inter-related problems of inequality, urbanization, appropriate technology, rural development, industrialization, the environment, migration, international dominance and dependence. It paces emphasis of meeting basic needs. Therefore when planning planners have to consider the basic needs of individuals.
