Identification of the national education goals. Goals are the end of which a plan is made. The national educational goals as given by Ominde Commission/report of 1964 must be considered at all cost when doing any educational planning. These goals are;
- Education should foster a since of nationhood and promote national unity.
- Education should serve the needs of national development.
- Education should foster the dignity of cultural values.
- Education should promote social equality and remove divisions of race, tribe and religion.
- Education should make an individual be able to fit locally, foster international understanding among all the people of the world.
- Education should promote the conservation of the environment.
With respect to the 1st goal, education is used as a tool for bringing about national unity. The education provided should unify the populace regardless of their social, religious and ethnic background. The question we need to pose at this level is that, what type of education should be provided in order to realize national unity? What type of curriculum should be offered in order to unify the people?
The national educational goals at this level are identified by the top political hierarchy, i.e. the cabinet secretaries. The professionals are then called upon to operationalilze these goals and together with the bureaucrats, draw up program that will be implemented in order to meet the goals, who then identify the goals at the county and institutional levels.
Identifying national goals involves analysis of the present steps of the educational systems at all levels. The analysis is usually done on the basis of data available, not only on number of enrolment by level and type of education and the total unit cost previously described, but also on the quality of the education. The quality of education can be detected on such aspects as the existing standards of the size of the classes in schools, the teachers/pupils ratio, the cost of maintenance and supplies per pupil, cost of living, indices and their productivity. On this basis goals are the set.
