2.where there is bias or suspicion of bias as well as in situations where the affected person was denied an opportunity to state their case.
3.where their is non compliance with mandatory and material procedures and conditions precedent,procedural unfairness and error of law.
4.where an administrator acts on ulterior motives to prejudice the rights of the applicant
5. where an administrator fails to take all relevant considerations into account.
