Following the exploratory investigation of worldwide environmental education needs, UNESCO and UNEP organized a workshop for exchange of views in Belgrade in 1975.The Belgrade workshop launched the UNESCO-UNEP International Environmental Education Programme whose first three--year phase was initiated in January 1975 and was to come to an end in December 1977.

The International Environmental Educational Programme was a concrete response to recommendation 96 of the United Nations Conference on the Human Environment held in Stockholm in 1972 which specifically stated, ‘that the Secretary – General, the organizations of the United Nations system, especially UNESCO and the other international agencies concerned should, after consultation and agreement, take the necessary steps to establish an international programme in environmental education, interdisciplinary in approach in school and out of school, encompassing all levels of education.’’

The Belgrade workshop unanimously adopted the guiding principles for its International Environmental Education Programme (IEEP). It also considered the objectives of the IEEP which were:-
i) Promoting the exchange of ideas, information and experience pertaining to environmental education among the nations and the regions of the world.
ii) Promoting the development and coordination of research activities leading toa better comprehension of the objectives, contents and methods of environmental education.
iii) Promoting the development and evaluation of new materials, curricula, instructional materials and programmes in the field of environmental education.
iv) Promoting the training and retraining of key personnel for the development of environmental education, such as teachers, planners, researchers and educational administrators.
v) Providing technical assistance to member states for the development of environmental education programmes.
