(i) Health care should be accessible, available and focused to health problems of the people.

(ii) It should be within reach of everybody in the community.

(iii) Health care facilities should not be too costly both in time and money.

(iv) Health care should be provided in a way that is acceptable to the culture and beliefs and customs of a given community.

(v) The services and facilities should be distributed fairly among all communities that is, to the poor and the rich, rural folks, as well as the urban folks.
