Bureaucracy was a brain child Max Weber who was concerned with abuse of power by people in
managerial positions.
To reduce these abuses he proposed an organizational system that will be run by strict rules,
regulations and procedures commonly known as bureaucracy.
Under bureaucracy there is a.hierarchical structure based on formal authority where people are
guided by rationality rather than arbitrary action.
Main features of a bureaucracy
1. Principle of hierarchy of authority.- In a bureaucratic organization there is a clearly
defined hierarchy of authority involving superior subordinate relationship under chain of
command.
2. The principle of division of labour -In a bureaucratic organization there is a clear cut
division of work which is based on competence and functional specialization
3. A system of strict impersonal rules, regulations and procedures -bureaucracy seeks
consistency, rationality order and objectivity this is achieved through a system of strict
impersonal rules and procedures of management from the owners.
4. Separation of management from owners will ensure organizations are highly formalized 5. Appointment to offices are made on ground of technical competencies
6. Rules decision and actions are formulated and recorded in writing i.e. there should be
maintenance of written records.
