(ii) Curriculum that does not take into consideration needs of learners with special needs.

(iii) Wrong placement due to vested interests.

(iv) Late diagnosis making placement difficult.

(v) Shortage of vacancies in special education schools/ few special institutions/ programmes/ residential schools/ special day schools/ special classroom/ full time integration/ small homes/ hospitals.

(vi) Shortage of qualified personnel/ specialized personnel to handle children.

(vii) Wrong diagnosis leading to inappropriate placement.

(viii) Negative attitude of the teachers/ society/ educational personnel towards children in special needs.
