2. Data collection - this is after approval by the chief executive officer and the Human Resource committee.

3. Drafting of the policy -

4. Policy discussion - this is done by stakeholders who critique the policy and offer suggestions.

5. Policy approval - this is after Human resource committee consensus and the Human resource department finalizes drafting the policy and forwards it to the chief executive for approval.

6. Implementation of the policy -
The policy is communicated to all departments of the organization and there is need for continuous evaluation of the policy.
