The correct answer is [D]

-The number of registered voters = 35, 940
-Candidates: Hekima, Bidii, Tajiri
Hekima = 16048
Bidii = 14353
Tajiri = 3439
Spoilt = 2??
Non-voters= ??
16048+ 14353+3439+3?? = 35,940
33, 840 + 3?? = 35, 940
3?? = 35, 940- 33840
3?? = 2100(Divide both sides by 3)
?? = 700
Spoilt votes= 2 x 700 = 1400
Added to Tajiri
Tajiri gets = 3439+ 1400 = 4, 839
