$\frac{a^2 + a - 3ab - 3b}{(a + 1)(3b^2 - ab)}$

$=\frac{(a + 1)(a - 3b)}{(a + 1)b(3b-a)}$

$=\frac{a - 3b}{-b(a - 3b)}$

$=\frac{-1}{b}$
