- The initiation to provide free primary, education in Kenya was first expressed in the KANU manifesto of 1963 (KANU) was the ruling party at indendence.
- Primary education was however not declared free until 1974
- The first four classes (std 1-4) were given to free primary education while the rest were to be made free progressively in the following years as recommended by the Gachathi report of 1976.
