Light from the sky is gradually rafracted away from the normal as it passes through the layer of warm but less dense air near the hot road. Warm air has small refractive index than cool air and when light meets layer at critical angle, total internal reflection occurs. To an observer, the reflection of the sky appears on the road as water.
