The truth of this statement is manifested in the actions of certain characters.
The Fat prince-Prince Arsen Kazbeki-can be accused of insubordination.Together with the other princes,he organises for the overthrow of the Grand Dukes government and the beheading of the governor George Abashwili. He follows this up by ordering for the killing of baby Michael who is the heir to the governors throne.He uses the Iron shirts to carry out his heinous plans instead of using them to safeguard the interests of the people.
Once he takes over after the assassinations of the governor,the fat prince intends to install his own nephew as a judge as a way of securing his position and power.
Adzak as a a judge engages in activities that can be described as abuse of power.He uses his powerful position to extort money from those who bring cases to the court."I accept" becomes his credo before he starts listening to any cases.Those who have money give him what he asks for in the believe that the judges verdict will be their favour. It is not consolation that his judgments are invariably in favor of the poor and disadvantaged.
The governor George Abashwili's an abuser himself.He is known to be the richest man in Grusinia ,yet he taxes people.This money is apparently used to fund his personal lifestyle.HE has employed two doctors to look after his son baby Miachael. He plan to bring down the neighboring slums so that he can create a garden for his son's use.
The soldiers use their position to beat up the poor people who have come to present ther grievances to the governor.They allow themselves to be used to fight the personal welfare between the princes and the grand Duke and the Governor.The people ,like the peasant who sells Grusha milk,blame the iron shirts for what has befallen them.
