- They are centers that house records from government ministries, departments and other public establishments e.g. schools, hospitals, law courts, parliament, churches e.t.c.
- The materials are referenced by government officers, creating agencies or researchers with special permission.
- Records are kept here as they await transfer to archival institution.

In Kenya we have 5 record centers, namely;
1. Nairobi record center- it serves Nairobi, central Eastern and North Eastern.
2. Mombasa record center- serves Voi.
3. Kakamega record center-serves western.
4. Kisumu record center-serves Nyanza.
5. Nakuru record center-serves Rift valley.
