- According to Anderson and Bowman(1964), planning is the process of preparing sets of decisions for future actions, while Droor (1963) Holds that planning is the process of planning a sets of decisions for action in the future directed at achieving goals for optional means. Cleland (1961)contends that planning involves planning to meet the future however Carlson (1961) asserts that planning is focusing our desired objectives, anticipating problems and developing solutions’
- According to COOMBS (1970) Education planning is the application of rational systematic analysis in the process of educational development with aim of making education more effective and efficient in
responding to the needs and goals of students in the society.
- Planning is the intellectual anticipation of possible future situations, the selection of desirable situations to be achieved (objectives) and the determination of relevant actions that need to be taken in order to reach those objectives at a reasonable cost.
- In other words, planning implies thinking about the future and trying to assume control over future events by
organizing and managing resources so that they cater to the successful completion of the objectives set forth.
