a) Community members
- These are the beneficiaries of the capacity building and empowerment activities. They are the recipients of ken (knowledge) and skills which if used correctly helps to bring improvement in their lives. The idea of community members to be involved in C.B.E activities is very essential because they are the ones who live in the community and are in a position to identify and find solution to their own problems if given the ability to do so.
- C.B.E is needed by all members of a community regardless of their political, social, economic or religious affiliations .e.g. opinion leaders, political leaders, teachers, individuals, youth leaders, researchers, church leaders etc.
b) Community development workers.
- They are also referred to as the change agents, field agents or community development workers. They are the people who help to facilitate the process of change of development in a given community. They are the ones who seek to put into practice the process of C.B.E in a community. In most cases they play a linking role between their agencies and the community.
- They seek adoption of how ideas and they are concerned with the process of transfer of and innovation of a change agency to the community.
-They may also help to mobilize and organize them, guide them in identification of their problems and in planning of their solutions.
- Change agents seek to capacity built and empower community to effectively and efficiently perform the development in the areas of leadership, decision making, governance, technical support, financial management among other intubation planning in the community.
c) Change agencies
-These are institutions or organizations that provide the activities of development to the community members. They are the ones who plan C.B.E programs and send the workers to go to the field or community to implement their plans.
-They also provide training of to the change agents and community development workers.
-They also provide financial and technical resources needed for C.B.E.
-They include NGO’s Parastatals, church organizations, volunteer groups etc.
